Gaming zones in Russia: the situation in 2022

In the second phase, scheduled for 2021-2023, a hotel of 10 thousand square meters in area will be built under the franchise of one of the international brands. The hotel will have a capacity of 150 rooms. In the framework of the third phase, which will last until 2024, a casino with the area of 5 thousand square meters will be put into operation.

The total area of the land plots allocated for the construction of the entertainment complex is 9,5 hectares, and the amount of investment is estimated at 3,6 billion rubles.

Primorye” gambling zone

Two casinos are currently operating in Primorye Gaming Zone.

Hotel and entertainment complex Tigre de Cristal Cristal with the area of 36 thousand square meters was opened in May 2015. In addition to the casino, which has 70 gaming tables and more than 300 slot machines, it includes two restaurants and a 121-room hotel. During its operation, Tigre de Cristal has already been nominated three times for the prestigious World Travel Awards and won the “Leading Russian Resort” category in 2018. The second phase of Tigre de Cristal is scheduled to be commissioned in 2022.

On October 16, 2020, the gambling zone hosted the grand opening of the “Shambhala” casino, which began operating in test mode in early October.

A total of 12 casino hotels are planned to be put into operation in Primorye in the coming years. To date, investment contracts in the gaming zone have already been signed with investors from Hong Kong, the Kingdom of Cambodia, Russia, South Korea and China.

Amber gaming zone

Yantarnaya gambling zone is situated near the village of Kulikovo, in the Zelenogradsky district. In 2009 a plot of 480 hectares was allocated for the gaming zone. Six years later by a government decree it was reduced to 99.5 hectares.

The first object of the gambling zone – Magic Cristal slot machine hall was opened on April 8, 2016. It installed 139 slot machines.

On February 10, 2017, the Sobranie casino was opened on the territory of the gaming zone. The area of the gambling establishment is 18 thousand square meters. It has 13 gaming tables and 312 slot machines.

In July 2020 it became known that the government of the Kaliningrad region has completed the division of land in the gambling zone and registered the ownership of 39 newly formed plots.

In April 2021, a resolution of the government of the Kaliningrad Oblast was published on the official internet portal of legal information, according to which an auction for the right to conclude lease agreements on six land plots was to be held.

Plots of land with a total area of 14,420 sq. m. to 50,490 sq. m. are offered for lease for 58 months. Hotels (one three-star and five-star and two four-star) should be built on four plots together with a casino. At one site the casino is to be completed with the object of trade, but at the other site no additional objects together with the casino is required to be built.

Gaming zone Krasnaya Polyana

The decision to establish a gambling zone in Sochi was made after the 2014 Olympics.

On January 5, 2017, the Sochi Casino and Resort opened on the territory of the Gorky Gorod resort. On December 19, 2017, the Bonus Slots slot machine hall began operations. On January 4, 2019, Boomerang casino started working in the gambling zone.

More than 1,600 employees work in gambling establishments in Krasnaya Polyana.

Profitability of existing gambling zones

Primorye – Every year a hotel with a casino brings almost half a billion rubles to the state budget. More than half of this amount – in the budget of Primorye, which is 9% of the total amount of taxes of the regional budget.

Krasnaya Polyana – In 2019, the gambling zone transferred 462.7 million rubles to the budget of the Kuban. Compared with 2018, when the Azov-City gambling zone was still in operation, the receipts decreased by 243.4 million rubles or by 40%.

Siberian Coin – In 2018, residents of the gambling zone paid more than 62 million rubles in taxes to the budget.

Yantarnaya – In 2018 the volume of gambling business tax payments amounted to about 80 million rubles.
